A multi-year investigation by the New Westminster Police Department (NWPD) has resulted in the rescue of five children in the Philippines following an investigation into alleged child sexual exploitation offences.

The NWPD Major Crime Unit began investigating in June 2023 after receiving information from the RCMP’s Integrated Child Exploitation Unit about child sexual abuse material uploaded through a public online platform. Investigators traced the activity to a residence in New Westminster.

A suspect was identified, and police executed a search warrant at the residence, seizing multiple electronic devices for forensic examination. The investigation later uncovered information indicating potential child sexual exploitation offences involving victims in the Philippines.

Police have arrested and charged Gerard Saunders, who lived in New Westminster at the time, with three Criminal Code offences involving possession and production of child sexual abuse material, as well as arranging to lure a child.

Working with international partners, investigators identified and rescued five child victims in the Philippines. Authorities there also arrested the children's mother in connection with alleged child sexual exploitation offences.

Saunders has been released on an undertaking with extensive conditions and is scheduled to appear in court. The charges remain allegations and have not been proven in court.

New Westminster’s 2026 roadwork season continues as paving gets underway on Tenth Avenue, bringing a fresh surface to sections of the busy route over the next few days.

From September 21 to 24, crews are working on Tenth Avenue between Second and Fourth Streets, followed by the section between Sixth and Eighth Streets.

Traffic will remain open during construction, with one lane maintained in each direction. However, drivers should expect delays and consider alternate routes where possible.

Bus stops in the area may also be temporarily closed or relocated. Transit users are encouraged to check TransLink for the latest information.

The paving is part of the City’s 2026 Capital Paving program. Although Tenth Avenue may appear to be in decent condition, pavement assessments have identified early deterioration. As an important Major Road Network connection carrying higher traffic volumes, repaving now is intended to extend the roadway’s lifespan and help prevent more extensive repairs later.

Traffic control personnel and signage will be in place throughout the work.
